There's no reason he can't perform out of the country, usa will allow him to, the judge would have to okay it and next the country that he will be visting will have too. I have never heard of too many entertainers not being allowed in but… I have read where if you are a convicted felon with drugs… then that's another story. Jay-Z was convicted in 2001 of 3rd degree assault, stabbing a man and it was felony, he was given 3 years probation and I know he travels to other countries, once again the United States will allow him, next the sentencing judge has to okay it and final the country must allow him
